Environmental Scanning Defined

At Brookdale Community College, environmental scanning is a planned purposeful process to gather and share information within the college community. The external environment, including social, technological, environmental, economic and political factors, is examined to identify trends or events which could have future implications for the college. By understanding these forces of change, effective responses may be developed in order to plan for the future, identify challenges, be aware of opportunities and gain competitive advantage.

2010-2011 IPEC Environmental Scanning Charge

The committee should:

1. Utilize the process of ongoing environmental scanning to gather and communicate information for use in the college’s strategic plans.

2. Devise and implement a plan to encourage the college community to utilize environmental scanning resources.

Date: September 1, 2010

Explanation: IPEC has already used environmental scanning techniques to gather data for use in the development of recent matrices. As participation in governance increases, there is a need to formalize, expand, and communicate the uses of environmental scanning in strategic planning at the college. The committee plans to expand the dissemination of information utilizing the new portal system and to continue to educate the community on the value of the information presented.

2010-2011 IPEC Charge -- Matrix

The Steering Committee, in consultation with President Burnham, has prepared the charges for Governance Standing Committees for the academic year 2010-11.

Committee: Institutional Planning and Effectiveness

Charge: Planning Matrix

The committee should:

(1) Matrix 2011-2012

(a) Complete the development of the 2011 - 2012 Matrix.

(b) Complete the development of a companion document with examples of outcomes linked to the strategic goals of the 2011-2012 Matrix.

(2) Matrix 2012-2013

(a) Provide input on the development of the 2012-2013 Institutional Planning Matrix.

(b) Develop a companion document with examples of outcomes linked to the strategic goals of the 2012 – 2013 Matrix.

(3) Create communication links between IPEC and the college community in order to most effectively receive and disseminate information in the process of developing the Matrix.

Date: September 1, 2010

Explanation: The process to overhaul the Matrix was completed in the 2009-10 academic year. As an ongoing charge the committee continues to take the following steps to ensure that the document is relevant and appropriate for college.

· A comprehensive review and assessment of the internal and external research data available for planning is needed to determine recommendations for modification to the Matrix.

· As a result of meeting with President Burnham and subsequent committee discussions, it is necessary to present a Matrix that is strategic over tactical.

· Instead of a focus on short-term problems and issues, the Matrix should focus on long-term planning from an elevated level with attention to internal and external data and resources (environmental scanning), as well as systemic management strategies and priorities.

· The Matrix should reflect systemic management strategies and priorities in relationship to the ESMP, the FSMP, and the ITSP and all college planning documents.

· A companion document, attached to each Matrix will help to clarify Matrix strategies. This document will be created to provide guidance on how to develop measurable outcomes to be individualized to division and department plans.
